I would like to know if someone started training in the UK, Cardiology for example..would he be able to obtain a fellowship in cardiology from US programs.

Yes that is possible, BUT people who do that are usually UK based specialist registrars who are near completion of their training in Cardiology in the UK come to USA based on specific scholarships/fellowships to further develop their experience, examples: advanced coronary interventions, advanced echocardiography imaging which are usually one year in length.
 
It doesn't usually mean doing the full 3 years training required to gain American Board Certification in Cardiology.
