Actually yes we as a IMGs need anything to enhance our chance for competetion, and as u know apply early is one of these items as who comes first is served first

but Dear, still there is chance and if you put a good CV (e.g.with US experience like observership or even externship which is better and LOR from American board certified doctor  (and if you have none of them i think you can search for one during this period as still we are in april and u have enough time for that), research Hx, …etc) your chance is better even if u r not ready by september 1 st as what i know applying early is a positive but it is not as good as to have a strong CV, and by the way not all interviews chances are sent to applicant during September as some of them may be sent upto February of nest year..

so, Dear Motaz try to figure out the problem of delaying the sending of your Diploma by your medical school, but put in your still you have the chance and try to cove the delay if possible by building up a strong CV (US experience and LORs are very important)..
