Context
Sudan continues to experience a complex humanitarian crisis, driven by conflict, displacement, and severe economic hardship. Gedarif State, hosting thousands of displaced families, faces rising levels of food insecurity, especially in rural and hard-to-reach localities.
According to the Food Security Cluster, only 28% of food assistance needs in Gedarif have been met, leaving an estimated 290,000+ individuals without adequate support. Critical gaps persist in remote localities such as Al Fao, Gala’a Al Nahal, and Basundah, where humanitarian access remains limited.
Between March and June 2025, SAMA implemented a food distribution project that reached over 8,270 vulnerable individuals through monthly food baskets. SAMA is offering $15,000 SDGs to a reliable local partner to continue its project where gaps need to be filled.
Objective
The objective of this RFP is to select an experienced and capable local organization to implement a food basket distribution project in remote areas in Gedarif State, where vulnerable communities are located. The intervention aims to fill critical gaps in food assistance for underserved communities, as identified by the latest Food Security Cluster Gap Analysis.
Eligibility Criteria
Applicants must:
- Be a legally registered nonprofit in Sudan
- Organizations must agree to adhere to SAMA’s reporting standards and ethical guidelines outlined in this RFP
- Demonstrate proven experience in implementing food security programs.
- Show operational capacity (logistics, staff, access) to implement programs outside Gedarif city
Expectations
The selected organization is expected to
- Work closely with the SAMA Humanitarian Relief Coordinator in Gedarif
- Provide detailed justification for location selection (locality and the IDP centers/camps/shelters).
- Clearly define beneficiary selection criteria within the selected location.
- Collect beneficiaries’ data, including name, gender, and age.
- Demonstrate operational capacity to implement activities in remote/rural settings.
- Provide a proposed timeline, logistics plan, and staff structure.
