SAMA Outbreak Preparedness Plan – Sudan 2026

SAMA is committed to supporting Sudanese communities during the 2026 rainy season (June–September) by ensuring timely access to essential medical supplies and medications. Our Outbreak Preparedness Plan outlines how we use a localized response model to procure, stock, and deliver critical health commodities directly to health facilities in targeted states.

This approach aims to reduce morbidity and mortality from seasonal outbreaks—including cholera, and dengue by ensuring health facilities are well-stocked and communities can access life-saving medicines quickly.

Localized Supply Chain & Medical Support

SAMA employs a localization model to ensure an efficient, rapid, and sustainable outbreak response across Sudan. All outbreak-specific medicines and supplies—including ORS, IV fluids, antibiotics are procured locally, reducing delivery time and supporting local markets. Once procured, these supplies are transported directly to primary and secondary health facilities, ensuring last-mile access for patients and strengthening the capacity of local health systems to respond to outbreaks.

SAMA provides financial resources for the procurement and logistics of medical supplies, while coordinating closely with implementing partners to guarantee timely delivery. The organization also oversees monitoring and evaluation verifying delivery, and documenting lessons learned to improve future responses.

Implementing partners play a central role in supply delivery and logistics, receiving, storing, and distributing locally procured medicines to health facilities. Partners also coordinate with state health authorities and SAMA to prioritize facility needs and avoid duplication, while upholding accountability and safeguarding standards through ethical management of supplies and accessible feedback mechanisms for communities.
