Adre, eastern Chad, is hosting a rapidly increasing number of Sudanese refugees fleeing conflict in Darfur, with women and children representing the majority. Refugees face severe food insecurity due to limited and irregular assistance, while women—especially pregnant and lactating women—are at higher risk of malnutrition and poor health outcomes. At the same time, women and girls are exposed to heightened risks of gender-based violence and often lack access to essential medical, reproductive health, psychosocial, and HIV prevention services.
Through this RFP, SAMA seeks a qualified local organization to implement an integrated Women’s Health and Feeding Support Program in Adre. The program will provide hot meal distribution alongside essential women’s health services, including GBV response, maternal and reproductive health care, trauma-informed support, and HIV prevention, while strengthening local service capacity and ensuring safe and dignified delivery for vulnerable communities.
Objective
The purpose of this RFP is to identify and engage a qualified local organization to implement an integrated Women’s Health and Feeding Support Program for Sudanese refugee women and girls in Adre, Chad.
The program aims to:
- Provide hot meals to vulnerable displaced communities
- Deliver women’s health (eg, GBV response, and maternal/reproductive health services, support HIV prevention, others)
Who Are We Looking For?
- The organization must be legally registered in Chad and authorized to operate in Adre, and must provide valid registration documents and proof of compliance with local regulations.
- The organization must have previously received and managed international donor funds.
- The organization must have demonstrated experience implementing feeding programs/food distribution and women’s health projects. Experience working with displaced people or refugees is strongly preferred.
- The organization must have an active operational presence in Adre or surrounding areas and be able to rapidly mobilize staff and resources.
- The organization must have established relationships with local authorities, community leaders, and camp management structures.
- The organization must have the technical capacity to implement integrated feeding, health, and protection activities.
- The organization must have adequate qualified staffing for program management, logistics, health services, and Monitoring & Evaluation (M&E).
- The organization must demonstrate strong financial and administrative capacity, including responsible and transparent management of donor funds and systems for financial reporting and accountability.
- The organization must be able to provide timely narrative and financial reports and commit to humanitarian standards, safeguarding, and data protection protocols.
- The organization must have clear safeguarding policies, including Protection from Sexual Exploitation and Abuse (PSEA), child safeguarding, and gender inclusion, as well as beneficiary feedback and complaint mechanisms.
- The organization must have the ability to operate safely, with appropriate security protocols and risk mitigation measures in place.
